Even though the NFL would field 31 teams when the Browns resumed play in 1999, several of the then-30 existing franchises considered moving to Cleveland. As a result, even though the 1999 Browns were not technically an expansion franchise, the club’s roster was restocked via an expansion draught.
The Browns have had trouble succeeding since they resumed operations in 1999, particularly in the 2010s when they failed to record a single winning season.
